Blurry is hard to fix since it can be motion blur or Out-of-focus blur. Some sharpening can help, but often not. I am not on my editing monitor, but it looks like motion blur (judging from the main titles on the fuselage as well as the nose). FYI, when I sharpen, I only select the aircraft for sharpening. i.e. I do not sharpen the sky or background.
Dark: Add brightness in Photoshop. You can check the histogram to confirm the distribution of light vs dark.
Grain: This means "noise". I select areas with the magic wand that show noise and apply noise reduction in Photoshop (found under the "Filter" tab
Low Contrast: Typically "Auto Contrast" works for me. You can also add contrast manually. This image could use some additional contrast.
Re. your image, It could also use some slight CW rotation. Also the image needs to be cropped closer to the nose on the left side.
