I've been at this base myself as a foreigner and it is unfortunate this happened. Like you said it was never a problem. However, I think (and hope) this was simply an unlucky coincidence and not a precedent. It's a great place to spot classic Soviet hardware.

Great name for a photographer!

I wouldn't be surprised if they were more concerned about the radio than taking photos. I've actually been on two organised tours inside Chkalovsky and had understood that photography from the outside was OK.

Anyway, glad they acted reasonably and released him. I wonder if he still has his photos?

Yep. While in India you will most certainly get picked up for shooting, the last time foreign spotters were actually arrested (as opposed to escorted away or simply detained) it was because they were using radios. That's a no-go according to some obscure section of an archaic law, but it's on the books, so they were screwed.

Poor guys had Phuck with them to view the traffic on the laptop. I don't think they had any scanners with them.

As for high power binoculars. How many Amps does it take to make low power binoculars into high power.

Last two years Chkalovsky is quite unsafe for any spotters, including locals. It doesn't helps also that this guy used natural gas switching station as spotting post (with definitely "restricted area" and "do not cross" signs at the fences). On the other hand, he was not "arrested", but seized by police after some fuel station worker reported him (and not by military patrol of the base which commonly catch local spotters lately).

As for Mozdok incident both that spotters are from embassy military mission and it's not a better place for spotting, than, say, any military airstrip near Israeli - Palestinian border also doesn't make things easier

You can surely find him by googling the name in the article. It's not my place to share Paul's work. To my knowledge he has never uploaded here (like many good spotters)

It was always not easy to make photography aroud military airfields in Russia (like in many other countries btw) but last years were more or less flex for photographers. This certain case had happened right after another one:
