(Hopefully) a quick question about Microsoft's Flight Simulator 2004's weather:
I've noticed that if you're on approach for an airport that is reporting, for example, an overcast ceiling at 200ft, you will still see the airport almost-perfectly fine when you're above about 200', and then only once you descend past that altitude the visibility drops and suddenly it's like you're in the clouds, like it should have been the whole time. This really ruins the experience of breaking out at minimums, when you could see the runway for minutes before, with it only disappearing for a few seconds at the altitude that the cloud bottoms are reported as.
I've noticed this with both the default real-world weather downloads, and similarly with a free addon weather software called FSRealWX. I have detailed clouds enabled and the slider set to max.
Is there any way to fix this?

The only fix I know of is get FSX and purchase Active Sky Next weather add on.
