Occurrence reporting in EASA environment

Hi,

As English is not my native language, how the following should be understood? It is from EU Regulation 2015/2018

Incorrect assembly or installation of components of the aircraft found during an inspection or test procedure not intended for that specific purpose.

Does it mean that if incorrect assembly or installation is found during inspection and this discovered defect is not a part of the inspection then it shall be reported?

Not quite.

If an incorrect assembly or installation is found during inspection, then it shall be reported.

A little more context may be necessary, but too me it says, if you find something wrong, it gets reported, regardless whether the inspection being performed included the subject.

Simplistically, if I’m doing a lightning strike inspection and find a worn tire, I’m obligated to report the worn tire, even though it is not part of the lightning strike inspection.

Can you provide the entire regulation?

Let’s say you’re lubricating the landing gear, and come across a bolt or pin that is installed backwards, or has the wrong type of safety installed. This regulation says it gets reported.

Reading through the list, it looks very similar to, but more extensive than, the FAA’s Mechanical Reliability Reporting program.

Thanks! I would say its a bit too extensive but rule is a rule.

What’s excessive about it? EASA, the FAA, JAA, etc., want to know if a component has been installed incorrectly, regardless of the circumstance of discovery. They want this information to determine if there is a systemic problem in production, maintenance or design. If a trend appears, then a risk assessment is performed and some mitigation strategy may be implemented.
