The question is actually wrongly put. The issue is not pre but post-intl flights. Customs can take its time to check an incoming aircraft (not so much an outgoing one). Of course, before it has been cleared, it cannot be boarded, nor catered, cargo loaded or crewed, for a domestic flight. This is nothing specific for the US, but essentially works the same way in all (or most) countries.
