Many questions (snowtam)

Hi!
1. What are snowtam made for?
I mean we read snowtam in notam, and we can get new snowtam observation every 24 hours (as it is written in our local notam), but!
i can get actual information from reading METAR\ATIS runway conditions every 30 min with breaking coeficient:
So if runway was cleared, i can get this info from METAR\ATIS, if it was processed by any de-iceng fluid, i can also read that in METAR\ATIS.
So, do we need snowtam at all?
May be some other services use this information? Who are this services?

Snowtams are specifically for the buildup of snow and ice on an airport, and the hazards it creates, snow removal or lack thereof, etc. The snowtam comes with its own codes. The snowtam covers the "presence or removal or significant changes in hazards in movement areas due to snow, slush, ice, or water." It may include standing water. It isn't just about braking action. It includes depth, portion of runway or movement area covered, lighting, the time to expect clearing of snow (etc), snowbanks, and so on.

Firstly snowtam formats are not all the same for example Japanese domestic snowtams.

Snowtams provide a lot more detail than is available on ATIS, in most cases you cannot get your destination ATIS at the planning/dispatch stage.

METARs runway state codes are not the same as snowtams.

Snowtam is a form of notam.
