What is the painted red square on top of the CRJ-200 fuselage for?

I believe in the event of an emergency, if rescue crew outside need to cut their way into the plane, that marks a spot where they can safely cut into the plane.

Absolutely right, It is a cut here mark for rescue workers. Its is not necessarily a requirement to have them in the US, but in some other countries it is. That area has been selected because its free of power cables and hydraulic lines so as not to endanger the rescue workers when they cut it.

Hi, You are Right. In this part of the fuselage, no structure’s reinforcement element should be found, in a way, cuting through it will be “easier”. By authorities requirement, this part should be located above flotation line.
Nevertheless, cutting operation is not easy and will take some time. There are some videos on-line of firebrigades training his tools/abilities in planes completely out of service. They are instructive!

I've seen this on the 777 too....just behind door #1 on top of the fuselage
