Longer runway needed during winter?

I have been looking at information for Okadama airport in Hokkaido, Japan, which have 1500m runway. According to information on proposed expansion of the airport, aircrafts like ERJ170 and Q400 can use the airport during summer, but in winter E170 will need 1700m and Q400 will need 1800m runway there. Why is the difference? Is that after taken into account snow?

Colder air means better performance due to increased density. As long as its dry you're good. However, the effect of worse braking action on snow/ice more than offsets the advantage of colder air

Can, e.g. A CS100, take off from a 1500m runway with snow within safety regulation requirements?

If you want to research the technical, answer take a look at the 787 airport planning document (URL below). Section 3.3 talks to take-off runway distances broken down into temperature and wet/dry runways. Lots of graphs. While the distances will be specific to the 787, the considerations are the same regardless of aircraft.

It's not black and white. It depends on environmental conditions and weight. You'd need the ATIS and the performance tools to answer.
