How can the growing number of airlines be a challenge to aviation safety bodies?

With the growing number of airlines operating globally and laying their ambitious plans, who can that growth be a challenge to the aviation safety bodies/regulators?

I think you kind of answered the question yourself. The regulators will have to increase staffing to handle the increase in commercial operations. That is a very difficult task as you just can't hire inexperienced people off the street. Additionally, the ever increasing use of technology will also put strains on the system as procedures will have to be developed and approved, which again takes bodies.

Change and Expansion always create challenges that need to be dealt with. Growth and Expansion within a company requires the infrastructure (and several departments) to grow as well - if this is overlooked it can create economic and safety problems. You can't run an airline with 50 aircraft the same way you run an airline with three aircraft. You need much more sophisticated management systems (f.e. for maintenance) in big companies compared to small ones. This is a problem that often appears in company that grow too rapidly - usually the result is chaos and delays, which is annoying, but there could also be safety issues depending on the exact situation. Of course, the regulators will face the same problems on a larger scale if there are many new airlines.
