As we all know, airlines has that issue of transporting baggage as well as passengers and cargo. In recent years, airlines made the baggage transport an important revenue generator of its own (i.e., ancillary revenues) by charging passengers with fees which varies from airline to airline. For example, Air Baltic is charging 45 Euros for first bag; some airlines even charge for personal items.
However, what is the true cost of transporting that baggage? is the cost calculated by weight or by the number of pieces?
I assume that cost varies according to aircraft type and distance.
Another question: what are the SOP of airlines when it comes to decision making when cargo is involved? will the airline leave luggage on the ground in favor of cargo, or will they do the opposite and favor cargo?

Costs factored would be any staff involved in the handling process, maintenance of the equipment which can be rather expensive to keep up in good working order; and most of all how much payload is being added into the aircraft as that increases fuel burn. No real set cost per bag that i am aware of though as each aircraft will have different variables for the weight to fuel burn ratio.

It depends on a lot more than that, for example the difference between airports. Each airport handles a different handling fee for luggage. Also it depends if it's O/D luggage or transfer (checked-through) luggage. Some airports are unable to process transfer luggage or charge extra for that.
Then of course there's the extra fuel burn for all that luggage. Luggage means weight and the heavier the aircraft the more fuel it consumes. For this reason (and for quick turnaround times), some airlines choose not to carry cargo and prefer empty cargo holds instead.

There is certainly a cost for handling passenger baggage. It varies from airline to airline and includes all the costs listed and more.
As far as airlines taking cargo over baggage, I no better than to say never but generally speaking passenger baggage has the highest priority in the cargo hold other than perhaps live animals.
