BCN approach question

I noticed that when using 07L for landing at BCN, flights from the North and West overfly land rather than water. Aircraft pass at low altitude over the resort towns of Vilanova and Sitges. Flights from the South and East use the over water approach.

Why can't all flights use the over water approach and thus avoid nuisance in inhabited areas?

ILS Z 07L has IAFs from south, southwest and the north. However if you arrive from the north or west, you'd have to take a detour to get to the southern IAF. A detour which might mean issues with other traffic, both departing and arriving.

BCN is a pretty busy place. There's only so much airspace around to put planes in, especially given the high terrain to the west and north.

I'll add one more thing that comes to mind. If memory serves, BCN tends to use 07L/25R for landings and 07R/25L for take-offs. So traffic from north and west is already on the "correct side" of the airport for landing. Crossing to the south would mean crossing the extended centerline of 07R/25L twice.

I think the overriding concern at BCN is to keep departures away from the city itself. SIDs from 07R and 07L either have a very aggressive initial climb gradient (which some long haul departures have no hope of complying with) or a sharp right turn to the south for this reason.
