Shanghai Departure 25,000 Foot Limit

I've noticed that most(?) trans-Pacific flights originating from Shanghai climb to 25,000 for about 20 minutes before continuing to a higher cruising altitude. Is there some airspace restriction in the East China Sea?

Yes, PVG eastbound departures are subject to an altitude restriction. This is generally until ONIKU on A593. FL250 is common until at least a few fixes prior at LAMEN, right the FIR boundary between ZSHA and RKRR.

PVG eastbound departure has a limitation within Korean airspace. The route is called "Fukue-Akara corridor"; if my memory serves, flight levels available for flights between China and Japan or onwards are: 240, 280, 300, 380, 400 (westbound); 250, 290, 310, 390, 410 (eastbound). There may be errors (westbound FLs may be 400&420, eastbound ones maybe 390/410).

I sincerely doubt it is F420, RVSM ends at F410 or F411, in crazy Chinese RVSM
