Aircraft Modification

Dear all,
Is there anyone know about the step by step to what should be done if i want to conducting a modification of an aircaraft by STC/SB/AD. did anyone have a valid refrence.

STC : Supplemental Type Certificate
SB : Service Bulletin
AD : Airworthiness Directive

Over simplified:
SB: purchase the service bulletin from the OEM (they typically will only sell it to you if you own the airplane).
AD: write a plan (the operators engineering department) and get FAA (in US) approval.
STC: design something, get FAA approval and sell it.

If I wrong, sorry, but I believe You have to Start a Form 337, and submit it to local FSDO.
FAA officer should approve and signe section 3: "Data", based on acceptable to administrator data, like another similar plane modification, or OEM document, etc.
When Section 3 is approved by FAA, an A&P mechanic will perform and Sign the work (IAW data provided in section 3) and IA, after check every step and do a Weight & Balance Correction (is necessary) , sign 337, Log Book and proceed with paperwork distribution.
Them, You are ready to go.
