I like your idea, but the OP's point as I understood it was that you had to spend at least half of the budget on the plane itself. You would need to gold-plate your Cessna with a layer so thick that it probably wouldn't even fly!

I know Russia sells cheap, but could you afford the Shuttle to go along with the AN225? LOL.
