Will it be a good idea if US preclearance facilities are placed within SIN/HKG/TPE?

Mon Jul 17, 2017 2:33 am

Currently there are no US preclearance facilities in East Asia, and TPE and HKG which each have about 15-20 daily flights to the US seems to be a good place to put in such facilities, which will benefit lots of travellers from that part of the world and there are also sufficient passenger volume without being too busy in term of US-bound flight. Both airports are also undergoing expansions and thus there should be extra rooms for such facilities?
And US-SIN non stop flights are fewer but they are all ultra long haul flights with focus on premium travellers, would it be desirable for them to setup preclearance facilities at SIN sothat travellers won't need to go through border check after the already tiring ULR flights?

Not a fan of pre-clearance. In too many locations you are herded into a room with minimal facilities while you wait for your flight to board. You still go though the same BS, the same lines and the same waits, you just do it at the front end instead of the back end.

Can pretty much assure you that the PRC will NOT allow US govt representatives to run facilities controlling those exiting the country. Possible for Taiwan, HK (which runs it's own affairs to an extent), Singapore and/or Japan and Korea. Don't see this really being pushed to anything that deploys anytime soon in Asia. I think the closest potential would be Australia and New Zealand but it's a stretch there also.

Vs what? Landed in LAX this Friday and was met with "we can't de-board as CBP is full" waited 20 mins on top of a 45 min delay leaving HK. This meant 50+ people misconnected on AA and AS flights. Yes you have the lines but the connections downstream become REALLY simplified.

HKG pre clearance would be a nightmare to set up and effect the airports stellar efficiency. On top of that, the Chinese government would never allow American authorities to operate such a system on PRC land even in HKG.

I get the fact that pre-clearance *should* allow you to use otherwise dead time (after check-in but before boarding) to go through the necessaries.

What I don't get is why the US needs to do this in the first place. The goal is not to make things easier for the passenger. If it was, the TSA wouldn't be the TSA and probably a few other things would be different. It must cost the US quite an amount to have their own workers based overseas (even with the foreign subsidies, if they exist).

But... my main point is...

At the US point of entry, the authorities are aware of:

1.) Exactly how many passengers are arriving.
2.) Their nationalities.
3.) Their identities.
4.) Their VISA status or lack of.
5.) Their expected time of arrival months in advance.
6.) Their confirmed (or very close to) time of arrival hours in advance.
7.) How much in $$$ these people have paid for VISA / ESTA whatever

and they still can't create the appropriate facilities on their own soil. To be fair, this isn't just an issue of the US, but the US does at least seem to demand more passenger info that many other countries. I get that pre-clearance potentially allows people to be refused entry even before they travel... but surely this can be done via other methods just as easily?

Am I alone in thinking that this problem should be easier and cheaper to address on their own soil rather than someone elses?

I agree with Flaps, I'm not a fan. CPB needs to get their act together at the US entry points. Yes, "downstream" connections become easier, but "upstream" connections (AMS-DUB-JFK) become more difficult. Pre-clearance sounds good, but all it does is shift the problem.

All these things exist to "get into other nations pants" so to speak.

Same as siphoning off ( having uncontrolled free access to any ) traveller data and what not.
Same for banking information. This complements the other snooping activities of
various US "intelligence" organisations. Aids the local industries and builds a
data stash to "lean" on individuals if required.
