Can airlines refuse refunding full fare tickets?

It seems like there are some group of people that are going to book as many full fare UA Class F/J tickets as possible, and then plan to cancel them immediately before the cancellation period limit so that they won't be able to sell their tickets again and have to fly planes that are empty in the front section, is there any regulations that UA can use to refuse refunding those who are doing so?

Each airline has their own refunding policy. Most of them wont issue a refund after the first 24 hours of booking, after that, you are usually issued a credit voucher of some sort toward future travel on the airline. So technically they are still keeping the money. If the flight its empty toward the front of the plane, they will just fill it with last minute/stand by/non-rev passengers. Also, usually once you're within so many hours of the time of scheduled departure, it is considered a loss of all funds, and the airline keeps the money anyway.

From the contract of carriage
"Any Passenger who, by reason of engaging in the above activities in this Rule 21, causes UA any loss, damage or expense of any kind, consents and acknowledges that he or she shall reimburse UA for any such loss, damage or expense. UA has the right to refuse transport, on a permanent basis, to any passenger who, by reason of engaging in the above activities in this Rule 21, causes UA any loss, damage or expense of any kind, or who has been disorderly, offensive, abusive, or violent. In addition, the activities enumerated in H) 1) through 8) shall constitute a material b"

Blah. Blah. Good luck proving that. If you have a "refundable" ticket it will be refunded. That said, extremely few people are going to waste their time with such idiocy.

Every airline has its own policy in that. Some of them got a cancellation fee. The ticket will be refunded minus the fee, so by booking a ticket and hoping to get a refund you always lose money.

If it's a fully refundable ticket, there are no fees. You simply get the money you paid for it back.

I think the OP should do this immediately and report the results back to us. And please don't buy just one ticket, please buy as many seats on as many flights as possible.

But not every airline offers fully refundable tickets, they're not obligued to. If an airline says we only offer partial refunds or we don't refund at all, they're free to do so. And even if they do offer refundable tickets, they're mostly more expensive than non-refundable tickets. Of course that doesn't matter if you're going to refund anyway, but keep in mind that airlines might keep track of how often you apply for a refund. If you've done so too often they may refuse to sell you another refundable ticket.
