Opinion: are Li-ion devices/batteries safe in checked baggage?

So… in another thread (viewtopic.php?f=3&t=1358311), I got educated pretty quickly about how many airlines do allow some Li-ion batteries in checked bags. I've flown mostly AC in the last while, and I'm used to their policy which essentially doesn't allow any Li-ion in checked bags. Whereas, many other airlines do allow batteries (in checked luggage) based on one criteria or another.

Am I being alarmist to think that it's a bad idea to allow any Li-ion devices in checked baggage? To me, it seems like a reasonable policy to not allow any devices in checked baggage. It reduces risk of a cargo hold fire, and it's a simple policy for passengers to understand.

How much would it take for a smartphone or tablet to be squished in the wrong way, and have a fire start? http://avherald.com/h?article=49a73611

Or, for someone to leave their device connected to a backup battery, in their suitcase, charging so it's ready when they retrieve their suitcase at the other end? http://avherald.com/h?article=4a5309fb

Or, for a simple spontaneous fire, like a Galazy Note7?
