Just wondering - is it bilaterals, or GOI being slot-constrained? It's a massive tourist destination, which I imagine an ASEAN carrier like TG would be able to facilitate transfers to from Australia, New Zealand, China, Japan and elsewhere.

Bilaterals. GOI is not a point of call for any ASEAN carrier.

Why go the Goa/hawaii if you can go to Thailand with 2/3-1/2 cost and no visa requirement

Not sure how much tourism demand is really there for Goa from East/SE Asia/AusNZ anyway. AFAIK most foreign tourists to Goa are from Europe.
At least for East Asia, Goa is definitely not a big destination at all, with most tourism traffic (which is not even that big) going to Delhi (including Golden Triangle) or Mumbai. Maldives is the go-to beach destination located in South Asia for East Asian tourists anyway.

Furthermore, plenty of Russian carriers (scheduled and charter), as well as European holiday airlines like BY, fly to GOI, as does QR from DOH. Which, then, is GOI's biggest international market?

Why would anyone from SE Asia/ Australia/ NZ overfly dozens of perfect beach resort destinations in Thailand, Bali, Vietnam et al to fly 4.5 hours further out to Goa?

Goa is a popular tourist destination for North and South Indians alike, as well as with Europeans (particularly Russians). Can't say there are too many visitors from SE Asia, Aus and NZ though, and even if there is a chunk, one-stop options abound.
