Forget exclusivity, I'm having trouble recalling a new widebody variant (let alone all-new model ) where PW is even *an option* since the turn of the century...
Last PW standalone option appears to be the 764ER circa 1999.
There's its joint appearance on the A388, so I guess that too counts for something. But still.

All B767-400ERs have GE engines.

They do? Can you show where they've ever tangibly expressed that?
....or just an assumption based on outcome of final engine choice, which ignores that:
- Boeing bid the 777LRs for engine choice, GE requested exclusivity in exchange for financial risk-sharing, which neither PW nor RR offered.
- Boeing also bid the 777Xs for engine choice, and didn't make a public decision until 2013.
- Boeing gave the 787s a choice of engine.
- Airbus gave the A380 a choice of engine.
- Airbus only granted RR exclusivity on the A35K variant of the A350; GE could be on the A359 if they chose.
