All ONT can do by federal law is abate fees for a 2-year period. Hate to break the news to you, but LAWA did the same.

They can do a lot more than that such as marketing $ and getting the local business community onboard with revenue guarantees etc. LAWA wouldn’t have ever had any incentive to make ONT their #1 priority.
