Per the paywalled report, the Civil Aviation Administration of China (CAAC) is threatening to impose restrictions on fleet additions for underperforming airlines, under a new policy designed to improve service standards.
The policy raises the possibility that a Chinese airline could take delivery of aircraft, as contractually obliged, but have no immediate right to use them. Notable among the CAAC’s list of factors that will influence its decisions is on-time performance

What do you think of the idea of linking the fleet addition of an airline with its service standards by governmental bodies? Would it work to effectively enhance the on-time performance of Chinese airlines when the Chinese airspace issue remains unresolved? Any thoughts?
