Lufthansa D-AILL no-go at TUN

Lufthansa A319 D-AILL had been grounded February. 6 at TUN by Tunisian CAA for a dent on the cargo bay door caused by a handling vehicle. Flight LH1323 was cancelled due to crew hours of service. Passengers remained onboard for like 4 hours then disembarked and rebooked. Captain was willing to leave, but Tunisian CAA or is it someone from the company operating Tunis-Carthage airport (as regulatory institutions are mashed up) denied departure and requested a tech inspection by an approved person which required appointement from Lufthansa Technik which needed to check back with Airbus. Airplane left to FRA this afternoon and is scheduled for DUB tomorrow as per Flightradar24. Question is was the captain taking any risk willing to go or were the authority zealous? No idea how deep the dent was.
