Actually, there were never any projects/considerations of a shortened 70 -90 seat CS version. A paper de-rated version, maybe (but I never heard of it).
What was sold to Delta (and maybe also offered to UA) was a paper de-rated CS100 range wise, limited to 1000 km. If Delta later wants more range, additional (pre-set) payments would be paid to BBD. (Delta are pretty tough negotiators)
FWIW, many years ago, BBD did sell NWA "CRJ-440s", which were actually CRJ-200s, paper de-rated to 40 seats. (In order to compete with the ERJ140, which was
really a shortened ERJ145).
