I am starting to think so. Apparently a carrier is announcing new flights, destinations, and a connecting hub at Cincinnati tomorrow, so most were thinking DL was going to expand. While I am not sure how F9 plans on adding connections to Cincinnati, all of the Frontier announcements tomorrow seem to suggest that it might be Frontier instead.

Airline to announce expanded service from Austin July 18
AUSTIN, Texas – More flights are coming to Austin! On Tuesday, July 18 an incumbent domestic carrier will announce plans to more than double its number of nonstop destinations from Austin. This announcement will, both, add to the total number of nonstop destinations available out of Austin-Bergstrom International Airport and offer additional options to cities currently served.
An airline representative will announce the full list of destinations and provide additional details at a press event at the Barbara Jordan terminal on Tuesday, July 18 at noon. Opportunities for one-on-one interviews with the airline will be available following the official announcement.

None of those would surprise me. Nor would some combination of CLE, CVG, LAX, TTN, LGA, MKE, PVD, COS and ISP.

Frontier currently flies to Miami from Atlanta, Chicago, Denver, Las Vegas and Philadelphia. It has flown from Havana and Washington-Dulles in the past. It also seasonally offered LaGuardia, but unclear if that will return (or maybe it will be counted as one of the "new" eight even though it is not new).
It looks like FLL service is ending entirely with the recent schedule update, so maybe Trenton and Cincinnati will move to MIA?
