Just to be clear, the aircraft are assembled in Toulouse, and flown to China for internal fittings to be installed, and the aircraft painted.

They are not building/assembling A330's in China, it is only a completion center for the interiors.

Airbus is expected to deliver its first A330 aircraft in September 2017 from its completion and delivery center in north China's Tianjin, said Airbus China on Monday.
According to Airbus China, by 2019, the Airbus China site will reach stable production capacity, completing and delivering two A330 wide-body aircraft per month.

If they want to keep the rate at 2 aircraft per month, China will have to buy a lot more A330s.

Indeed, but who says that in the longer term all of the production from this plant is destined for China as the ultimate user. Many global players assemble/deliver in a regional market rather than a local one. I suspect some of the 330's coming out of that plant will be delivered elsewhere in Asia or even further afield if demand and production capacity is needed, I maybe wrong, but it makes sense rather than do it all at home base for a market on the other side of the world if you have the capacity to do so.
absolutely initially the production will go to China, but it gives Airbus options for the future if needed.
