I doubt this kind of comment at the top of so many threads has ever led to a moderators' action being influenced. Is it possible to dissuade the inclusion? Thanks.

It's usually newer posters or those who don't frequently create topics who include that, so I'm not sure how much headway we'd make in deterring it. You can find thread starters going back 15 years that include that phrase! In any event, I'm not personally against it, because it shows me they've at least attempted to create a unique topic, and it might encourage others to use the search tool before posting new threads. Actual creation of duplicate topics is more of an annoyance to me than someone using that phrase.
That said, I understand your frustration, but I'm not sure there's much that we can do as moderators to prevent it.

No worries. We get a lot of new users on this site, some of whom draw particular attention to themselves, thus often drawing ire from many of our users. Our community is a very particular bunch, and this is just one example of that!
