Use Google Photos or Prime Photos to back them up and then download them.

You didn't mention Andriod or iOS?

On an Android phone, you should be able to connect to the USB port on your computer and transfer

On iOS you can
1) Sync photos to iCloud Photos and download back to your computer, just install iCloud software or copy from the iCloud web page.
2) Use an app like Transfer Pro
3) Buy Apple Lightning to USB Camera Adapter. This is probably the best option, even though its names camera adapter, you can transfer data between iOS devices or to a computer with ease.
4) And there is always iTunes, I would avoid this if your iPhone is already set up with iCloud.

If your device shows up in the File Explorer, I believe photos will be in DCIM folder.

If it doesn't show up, you have to enable "USB Debugging mode", search YouTube.
