I don't see it as being binary. Trump can think that it was a threat to our country - but not believe that it arises to the level of an act of war.

Personally, I am very uncomfortable calling this an "act of war" since that is an invitation to escalate this into armed conflict. The world does not need an armed conflict between the USA and Russia.
And of others have said, if we call this an act of war then we should be prepared for numerous countries to take action against us since we engage in the same behavior.

Even if Trump openly called for Russia to hack Hillary and she was hacked, that’s not collusion in any real sense – it’s just nasty, inexcusable jabbering followed by Russian criminality. For there to be collusion, there would have to be planning or a quid pro quo, and there’s no evidence of any of that right now.
As for a response to this report - it's literally a couple of hours old. Let's see what happens before we indict.
