How Much Would It Take Your Average 1st World Nation To Get A School Food System Like Japan's

So i was watching Begin Japanology from NHK world, and it makes me wonder. With the quality of the food, the lessons that come with it on the lessons on the nutrition of the foods with the fact that they have so many cultures in their lunches. What would it take a nation like the US or the UK (when comparing the food they look like 3rd world schools vs Japanese school lunches) to pay for.

IIRC, New York City found it more economical to just hand out food in schools for free instead of having the administrative structure of charging some and managing free food for others. Finally some politicians with a brain.
