Not sure it is particularly new for Chinese aviation as they already operate the SH-5 which entered service in 1986. The Japanese also recently developed an amphibious aircraft, the US-2, which is likely being acquired by the Indians and perhaps a few others to replace the in service US-1A.

The Catalina first flew in 1935 and has retractable stabilizing floats, why don't modern designs feature those ?

They did all sorts of things considered off for today back in the earlier years of civil/military aviation.

You don’t see swing wings on modern military jets (Tornado is old school) when the concept makes so much sense. It must not be worth it. Same for the lm floats.
