Yup. More often than you think, actually.

In Cold War times it was "normal" that the USSR would fly around leaders of Banana Republics of Africa.

In recent years, pretty much any time that Chavez or Maduro of Venezuela flew anywhere to Europe, he would use Cubana's IL-96.
Plus there was a few times when Putin or Medvedev would fly with another head of state aboard on the IL-96. Silvio Berlusconi of Italy got to ride it several times.

Recently Emmanuel Macron's Falcon 7X was in a collision in Sénégal, so he rode a presidential A319CJ with the senegalese president. Incidentally this was a former French presidential aircraft, before Sarkozy upgraded to an A330.

Reading about the history of government aircraft in the UK I found, that they changed their mind all the time, so they had no aircraft for many years and at one point, the prime minister had to charter an African 744 for a trip:

FWIW proposed sites include (in addition to the above) Mongolia, Singapore and Switzerland. The first 2 are within Il62 range, while Switzerland would involve a stop in Russia (to meet with P-Daddy) or China (to meet with Xi (snappy name not found)).

Well Air Koryo served Europe for many years using the Il-62M, not to mention the fact Zurich was host to the very same VIP il-62M that is being used now most likely carrying Kim Jong Un as well as he did live in the past.
