is this a concrete step up in an arms/space race or just noise?

Just noise I would say. Plenty of other hypersonic wind tunnels around.

The French one looks probably the fastest at the moment.

That is a swiss cheese kind of list. holes everywhere. i.e. it is extremely incomplete.
( Looked for the Dutch "freely flyable" windtunnel. not there )

Then for a hypersonic regime you can have rather cheap and small discontinuous systems
that feed into a vacuum vessel. They provide couple of ms measuring time.
But you can hide them everywhere.

Agree but for the purposes of knowing which wind tunnel is the fastest, biggest, strongest etc it is probably good enough.

The first university I went to has a renown aerospace engineering department and their Mach 10 wind tunnel was catty-corner from my dorm.
