At the moment they are proposed sales. Boeing doesn't sign the deal until the FMS has been approved.
If ordered it would be a massive change for Qatar, going from 12 mirage 2000s to 36 F-15s, especially as the aircraft will be two seaters and they also ordered 24 Rafales in 2015. Be interesting to see where these will be based and whether a large number will stay in the US for training, similar to Singapore.
I don't think Qatar have funding problems though as most of their wealth comes from gas, not oil.
As for Kuwait. I don't think the SH order will go ahead and I think the Eurofighter order will be all they acquire.
Both orders took too long to process through congress and Kuwait keeps talking about funding issues. There is every chance neither of these orders will eventuate...
