Cessnas shouldn't be using full flaps for takeoff.... The first step in the go around procedure is flaps 20 from flaps 30, and I have not seen a manual call for flaps 20 on any takeoff, let alone flaps 30.

It really depends how far you are form the airport. If your more than 5 miles it would be pilot preference and ATC instructions.

within 5 miles it would have to be a sort of visual illusion. Maybe the FedEx was landing on the far runway and the AirTran on the close runway.

My guess is some sort of flight data recorder for test flights. Presumably the aircraft photographed was a flight test aircraft because the photo was taken at an airshow ( you can see a quasar wide body and a c-17 out the window, and the photo was taken at le bourget).
