If I remember correctly when Delta reduced their regional outsourcing n 2019 they effectively did it by splitting the US into 3 regions. Skywest got the West coast, Republic got the East coast and Endeavor got the center. Of course there isn't really a dividing line for each so they do have overlap....

Well I did some digging and you are correct the window spacing between 2 windows near the front of the satcom fairing and 2 near the back is smaller by just over 100 millimeters. The frame charts don't reveal any major structure changes at those 2 locations, in fact a rear fuselage plug starts rough...

There is a fuselage barrel joint in that vicinity that may be the cause but I would almost swear its an optical illusion , I've never noticed a spacing difference before up close. I'll see if I can get a dimension of it to get an answer.

It has to do with takeoff, landing, empty weights, and passenger counts. If you check the TCDS it gives a rundown for each one. It allows for the same airframe to be limited to pilot's union clauses without physically modifying the aircraft aside from seat counts.
