Nah, tail looks like a -7C. #3 Propeller tips seem too close to fuselage, however, it must just be the angle. Registry looks like F-BIAR.
PA took the first -7C in early 1956. Radar was added earlier on US carriers than many overseas carriers. And TAI took some later deliveries.

TPA was a very small terminal (with a leaky roof) and all gates were open-air until the current airport opened in the early 70's. Any early wide bodies that visited were handled via airstairs.
