As to why not Mexico City, I think it really has to do with a bigger focus on Russians traveling to Domican Republic instead, if they fly out this far west.
I do believe there may be more business travel in the future as the BRICS now are working more closely with Mexico.

Problem would be, when said star would like to go for a late night out they can't simply leave their hotel room but need to contact the FBO, they most likely would call a bus to pick you up a the plane and to the FBO Terminal. Terrific for Boeing and SU. The 10 across in the 777 was fairly nice in SU spec and I am sure better money wise than the 8 across A330.
Plus with SU group picking up the TransAero slack plenty of places to deploy, especially with Russia trying to exponentially develop the Russian Far East.
