I'd put my money on F9 to DEN, MCO, and maybe LAS. They are due for a schedule extension at this point. G4 hasn't been expanding much due to the MD retirements. NK I could see maybe to MCO and FLL, but given the timing I think F9 is more likely.

The flyover ramps will be built. State has the money for it now. Should be done by 2023. Still that is shockingly late. They should have at least gotten the studies done ahead of time. Last I heard the environmental review will be finished the end of this year and the formal RFP goes out early 2019...

Actually WN had about 70% LF on the route in Jan/Feb this year, better than all of their other Sunday only routes out of MSY (IND, CMH, RDU). 70% leading up to Mardis Gras; what about the rest of the year?
