Yes, but rollout date does not equal delivery or start of ops. The first one of this batch will start ops earliest in December 23. Look for end of 2024 for all of them to fly in regular ops

This is already an EASA requirement and also required for non-EASA airlines flying into Europe. So major US carriers are already starting to comply. Now that the boxes already exist, it makes sense for the FAA to require this as well. That was one of the reasons for the delay in the B787 deliveries...

Re: No ID check on (German) domestic flights

If there is no legal requirement, the quicker boarding process will always outweigh the risk involved with another person flying on the ticket. There is simply nothing to gain in checking the ID for the airline. And since it adds nothing to security, some sane countries will not force that ID check....
