That's demonstrably false. The Reagan tax reforms were passed in 1986. Federal tax revenue increased each year from 1987-1989 before tax rates were increased again in 1990. According to my brother who worked in emergency preparedness at SFO, the city (San Francisco) purchased the hanger and they ended up storing some emergency equipment inside and set it up for a mortuary in case of a disaster at SFO. He left in 1983.
