I simply don't get why the easiest and least-disruptive preventative measure has been subject to all this legal scrutiny, when these international pre-departure testing requirements are still in place. The international ones are under the federal jurisdiction, and are also a result of end countries...

Flying is a pretty small piece of the puzzle overall. Agriculture, energy, and sea shipping are the priorities.
