Something pointed out by people on avherald is that the CG plane was called "No. 1", meaning that it was the first aircraft to use the runway. Thus they didn't expect any other aircraft to land very soon.

I am no pilot so could someone enlighten me as to how TCAS would function in this situation? Would it give the, “Traffic, traffic,” call? I can't really make out the Coast Guard plane that apparently crosses the active runway. The position lights aren't really bright and blinking... makes me wonder what the ground radar was doing that night.
