Approach to runway 15 at Salzburg (SBG/LOWS) in Austria (Europe) is over Germany. Another example is Altenrhein (LSZR), which is in Switzerland, but extremely close to the borders with Austria and Germany

Perhaps the Boeing 717-200 modified with a cargo door would be an option; it´s rather short (avoiding kicking up debris), very good short field performance and some are around. As efficiency is obviously not the highest priority, capability is far more important!

Obviously it is totally dead by now. Going to myaviation.net leads you to A.net. Perhaps they felt they needed the webspace for something else; perhaps to store the millions of ads around here by now. As soon as the RAFs A330 MRTTs are available, I´d think that for a true state visit, they´d be available. Using the crabby old VC10s would be a nightmare both from the standing (using a 40+ year old plane) and from the reliability.
