Why is it that IAH tends to shut down for longer periods of time than HOU during times of heavy rain/weather? Is it primarily access road related (ie the airfield itself is fine, but the employees/staff/pax can't reach the airport)?

It helps that both UA and CO flew the 777 pre-merger. DL and NW did not share a common widebody type pre-merger nor did AA and US.
