It's not so much capacity, but if you want to be competitive at LHR you need slots with timings that are attractive to business travellers. I suspect IAG will, as it did with Aer Lingus, make certain commitments to keep the Norwegian brand and its offices in Oslo.
The big question is Gatwick. There’s a huge prize and IAG would not want anyone else, in particular easyJet, getting Norwegian’s slots.
If precedent is anything to go by IAG would have to offer slots to new entrants on overlapping routes such as LGW-JFK. If IAG does buy Norwegian it would transform IAG’s presence at LGW.
