FWIW, this is actually normal for many carriers in developing countries. I have personally experienced it in Madagascar and Mozambique. The officials will not allow baggage through customs without its owner being present.

I don't agree, I don't think they can get more revenue from Boston or New York JFK / Newark. It doesn't match with the "passengers go where the flights are" statement. If you're in the center of New York, you're in the catchment area of several airports. Those are of course JFK and Newark...

We are focused on what the end result means for passengers - and we believe most passengers would, when conditions make it necessary, prefer that the airline help them arrive home a couple of days late... rather than being told the airline...

It is not that small, the local market just has a lot of bleed to to cheaper, non-stop flights from NYC and WAS. If PHL was not 2 hours away from NYC and WAS, its' itnl pax numbers would probably increase by at least 50%. ...which would STILL put it behind the two aforementioned markets at the end....
