I'd like LH to take over YOW-FRA from AC and restore it to year-round. The trouble is that the smallest plane available for the job is the 333, which may be a touch large, plus the 4-class cabin config isn't really appropriate for this market.

YOW has the services it does because the local market uses them, and almost always pays a premium for the privilege. "Luck" has nothing to do with it. Airlines are not charities. AC/etc. should thank the local market, not the opposite.
