The interesting thing is that UA upgauged IAD-GVA from a 3 class 763 to a 764 last year, so they've added capacity during the high season. However, they have trimmed IAD-GVA back to only 3-4x weekly during the low season.

WN's booking window is never that far into the future. There's no way WN was going to start selling tickets for Fall of 2017 in Fall of 2016.

If you set it up as a non-profit and keep the FAA oversight as the safety regulator, it might work. Many other countries have already done it. NavCanada did it quite successfully.
