Is LHR Runway 23 Closed For Good?

It has been 3 years since I worked at Heathrow, just wondering if that runway is available for use still or is it used for taxi or holding?

It is now permanently out of service. The last time it was used was on 27 Oct 2002 when South African 747 ZS-SAU landed on runway 23 at 0746 hrs! (Source "Heathrow ATC - the First 50 Years", Piket & Bish, 2005)
